More About What We DoAs Governor and Lieutenant Governor, we believe in fostering a strong partnership between our communities and defense stakeholders. The Community Defense Liaison Office (CDLO) is an integral part of our administration, serving as a direct link between the government, our communities, and our military partners.
This structure enables our efforts to be fully aligned with our vision of mutual respect, understanding, and shared prosperity. Our role is to provide effective liaison and advocacy for the community, strategically guiding civilian-military relations for the long-term benefit of all of Guam.
The Community Defense Liaison Office (CDLO) traces its foundational efforts back to 2008, when Executive Order No. 2008-09 established the Guam Buildup Office to address the growing military presence and its impact on the island. This initial office laid the groundwork for dedicated liaison efforts.
Recognizing the evolving needs and complexities of community-military relations, Governor Lou Leon Guerrero signed and promulgated Executive Order No. 2020-39 on November 6, 2020. This Executive Order re-established and redefined the mandate for the functions now encompassed by the CDLO, empowering it to serve as the primary liaison for defense-related community matters.
