The CDLO operates under the direct authority of the Governor’s Office. Its placement within the organizational structure makes it a subordinate entity to the Office of the Governor of Guam, ensuring that its efforts are fully aligned with the administration’s priorities and vision for community–military relations. This arrangement highlights the administration’s dedication to advocating for the community on defense matters and strengthening the civil–military relationship as a vital partnership for Guam’s future.

 

History/Enabling Law

The Community Defense Liaison Office (CDLO) traces its foundational efforts back to 2008, when Executive Order No. 2008-09 established the Guam Buildup Office to address the growing military presence and its impact on the island. This initial office laid the groundwork for dedicated liaison efforts.

Recognizing the evolving needs and complexities of community-military relations, Governor Lou Leon Guerrero signed and promulgated Executive Order No. 2020-39 on November 6, 2020. This Executive Order re-established and redefined the mandate for the functions now encompassed by the CDLO, empowering it to serve as the primary liaison for defense-related community matters.
