Overview

The Community Defense Liaison Office (CDLO) serves as the dedicated bridge between the Government of Guam, its vibrant community, and the essential military presence on the island. Operating directly under the Office of the Governor, CDLO is committed to fostering a collaborative and harmonious relationship between civilian and military sectors. We achieve this by facilitating open communication, addressing community concerns related to defense activities, coordinating joint initiatives, and ensuring that the voices of Guam's residents are heard and considered in all defense- related planning and operations. Our ultimate goal is to promote a stable, secure, and prosperous Guam for all.

The Community Defense Liaison Office (CDLO) is an integral part of our administration, serving as a direct link between the government, our communities, and our military partners.

This structure enables our efforts to be fully aligned with our vision of mutual respect, understanding, and shared prosperity. Our role is to provide effective liaison and advocacy for the community, strategically guiding civilian-military relations for the long-term benefit of all of Guam.

On behalf of the entire Community Defense Liaison Office (CDLO) team, it is my distinct pleasure to welcome you to our website. Our mission at CDLO is to serve as the critical bridge between the people of Guam, the Government of Guam, and our valued military partners.

The CDLO fosters mutual respect and understanding between Guam’s communities and defense stakeholders. As established by Executive Order 2020-39, we are the single point of contact for the Department of Defense’s growth and realignment initiatives in the Asia Pacific region. Our work isguided by the “One Guam” initiative, which emphasizes strategic coordination and open dialogue.

Through outreach, coordination, and strategic engagement, we build trust and promote shared solutions to complex challenges in military-civilian relations. We work to guide the Government of Guam’s response to DoD initiatives in a way that addresses impacts on our community and pursues economic opportunities that benefit the people of Guam.
